Would anyone recommend the flash upgrade for a 2003 Audi A4 1.8TQ for
the purpose of better gas milage?

I'm getting 7-9L/100km city and 5-7L/100km highway

The 2003 A4 is the B6 platform not B5.

I have had both B5 and B6 1.8 TQM and have had both Flashed with APR
software. In both cases it seems that the highway mileage improves with
the upgrade. Of course, this depends upon your driving style. With the
upgrade you have the ability to burn more fuel when you are using the
boost so the upgrade can be a two sided sword when it comes to mileage.
Drive conservatively and you should see an improvement.
