I'm stuck without a manual - the headlights assembly is stuck open. Lights
work fine, etc. Looks like there is a rotating drive that pulls them up
and down. I don't see any air hoses going to it, so it might be electric.
Any help getting to the root of the problem would be greatly appreciated.
Thanks in advance!

You are going to have to get a shop manual. Factory manual is best;
Chilton's, etc are usually sufficient. Otherwise, you are never going
to be able to keep a 16 year old car running, let alone running safely.
In the short term, try the nearest public library. Many have good
collections of factory and 3rd party maintenance data.
