Wipers work fine

but

when I turn them off they go down for a second and then pop up and stay
up!!

Any ideas why

There is a switch in the wiper motor called a park switch. Yours is bad or
out of adjustment. Not sure on the how to on 'bu's but all wiper motors have
that park switch.

I had a Venture like that...
If you take off the housing where the wiper arms attach, there's a GH bolt
under that - unscrew that and you'll see a round opening. From memory,
there's a little lip to the left of that opening - bend the edge of the
lip in towards the middle of the circle. Do this while wipers are in the
intermittent mode - turn them on and off about 3 times, and if you've bent
it enough, they'll park. Good luck.
