1999 F-150 remote access question -

I just recently acquired an F-150 (1999) from a very small dealer. I
got two sets of keys (micro coded) that work. The truck has power
windows/door locks.
I was not given any remote door access fob's.
According to the owner's manual, the automatic door lock feature was
an option. Following the instructions to activate it didn't work,
so I am reasonably confident that I didn't get that feature.
However, the use of the remote door access information in the manual
didn't indicate that the feature was an option. There were no
instructions given in the manual about coding the remote devices.
So I ordered an aftermarket fob. It is a new one, supposedly for
the 1999 series F-150. The supplied instructions indicate that I need
one of the 'original' remote control devices in order to program the
new fob.
Even though I don't have an original, I followed the instructions
anyway (inserting the key and turning it on (but not starting the
engine) for 8-9 times; until the door locks activate.). The process
didn't work (the door locks never activated).
My question(s) is/are: From the VIN number is it possible to determine
if the remote access is installed? If not, how does one determine if
the system is, in fact, installed?
If the system is actually installed, is there a procedure to activate
with just a remote device?
