What you appear to be considering is a device that moves to oppose the
weight transfer of the car, and this would have to be powered, because
the weight isn't going to move in the directions you describe by
itself. This is illegal because its primary purpose is to affect the
suspension performance (in keeping the wheels firmly attached to the
road, which is what the suspension is for).

10.2.2 Any powered device which is capable of altering the
configuration or affecting the performance of any part of the
suspension system is forbidden.

And if that weight shift were driven by the suspension movement?
And the ballast fixed in place using tools?
If you've got the best part of 100kg sitting on the floor you don't need to
move it far to get a benefit.
You're really not going to move 100kg with the suspension actuation. I'm
not sure why you're bothering to make this highly hypothetical point -
certainly I can't see how imagining something that works differently to
a TMD and then deciding if that's illegal or not helps us work out if
the TMD was illegal or not.

I do think you'd need tools to remove either the unit or the weight,
yes.
I mention this regulation because it is the only regulation regarding
ballast. There is no rule that states that moveable ballast isn't
allowed in the words you choose to use, only the one I quoted. It
sounds like you agree that the TMD is not against this rule.

It may be - the rule looks like it's completely useless as you've presented
it. I suspect that there must have been other clarifications issued.
It's not completely useless. The rule on ballast, as I have already
pointed out, is designed to prevent the use of fluids as ballast, and
designed to stop the teams using something as ballast that can be
surreptitiously removed and replaced between weigh ins so as to run the
car underweight. It does that job marvellously. It is not designed to
legislate against TMDs and that is quite clearly why they don't fall
foul of it.

No... A bit nearer home. IIRC in those far off days Guildford only
used to do short (6 month) courses leading up to the post-LLB
professional (Law Society) exams for solicitors.
