From http://www.formula1.com/news/4625.html regarding acceptance of the
qualifying format to begin this weekend:

"To ensure that drivers taking part in the final shootout qualify on their
race fuel load, the cars may be weighed after qualifying and again once they
have been refuelled just prior to the race - a difference of no more than
3kg will be allowed."

So they can only add about 4 liters fuel after qualifying even if they
started the session with more? Did I miss something in the conversion? Am I
the only confused about this?

No, you're forgetting the fuel credits. It's saying they can't gain
any more than that by economy driving.

No, you're forgetting the fuel credits. It's saying they can't gain
any more than that by economy driving.
So it's just worded poorly in the article. Let's hope the actual regulation
is more precise.
