It's incomprehensible.

For example, from 1999.

step plane. This does not apply to any parts of rear view mirrors

Technically a moron falls between 90-99 on the IQ scale. Meaning there are a
LOT around. So it could well have been a moron who wrote the rules. It
doesn't require a 100+ IQ to have self discipline, work hard and make
something of yourself.

Natural intelligence is handy but way over-rated in my book.

Moron is more likely 50-60, so not too many around and certainly not
the rule writers, nor you and me.

90 - 10? is about average, and, I agree self-discipline and hard work
can replace a few iq points. Natural Intelligence just makes life a
lot easier.

Don't forget that F1 is "The Pinnacle of Motor Sports" so of course you have
to run part of the race on tyres you would rather not have in your pit.
Makes as much sense as insisting that several laps must be run in reverse
gear.
