Because of two things - firstly the lack of run-off, and secondly the
sheer size of the place, and the mountainous terrain, which makes
marshalling it and moving stationary cars out of the way quickly much
more difficult. The reason F1 stopped going was because of how difficult
it was to get the emergency services to Lauda's accident quickly. F1
cars are inherently more dangerous than touring cars because of the
speeds they move at, even despite the safety innovations. I agree that
Stuck could've had that accident anywhere but I think it's more likely
to happen at the Nordschliefe due to the historic nature of the track.

Maybe as technology develops they will be able to get the drivers out of
cars, or maybe even get the cars totally computer-controlled. Then there
will be no safety concern for drivers and no need to remove the stopped
cars until the race is over. So they might be able to return to old and
challenging tracks

I don't think current F1 cars could take the punishment on that track.
From all onboard footages i've seen, it is a very bumpy and uneven
track.
But that aside, 13Kms would make the race 23 laps or so and with the
cars so closely matched and virtually automated, a bore to watch.
After 2-3 laps it would become a faster parade, but still a parade.
