Perfect Region,

The ISS (Itermite Steering Shaft ) is a steel shaft inside the steering
column that has a minimal amount of lubricant. After a few years or in
some cases less than 30,000 miles the lube dries up and creates a
rubbing / grinding noise when you turn the steering wheel. I'm not
sure if the noise is from the dry shaft or a dry bearing. The early 2000
Impala's were famous for this happening.

Sometime just adding grease will solve the problem, other times a new
shaft has to be installed..
