It's definitely based upon 2004 model year vehicles' reliability ratings.
Glad I bought a new 2002 Lexus IS300. It has been 100% flawless--so I am
sure that the 2004 models will be very reliable for their owners as well.
Toyota definitely makes extremely reliable vehicles for the most part. There
have been exceptions to this rule in the last few years, but all in all,
they are really, really hard to beat for reliability. I've said it before
and I'll say it again. Give me a Toyota, Lexus, Honda, Acura, Nissan or
Infiniti and I'll be satisfied.
I personally prefer Japan's Big 6 over Detroit's Big 3. :-)

Lexus is a division of Toyota. Acura is a division of Honda Mtr Co.

Actually, the oil filter on my 2001 Accord is very easy to reach. I am
not sure about the new generation though.
