Yes. Some go directly to F1 either to race but most normally test for
several years. In the past others, like Montoya, have come over to CART
almost on loan or options.
Those days, regrettably, are pretty much over. A good test will be what
happens with Bourdais. He's more or less trying to follow the same
track as JPM. The difference being Sebastien is running in CART's
current buzz cars with dismal competition...not the beefy formula and
field Montoya raced while here.
In today's world it's more than likely those F3000 drivers coming over
to race whatever CART has become will get stuck here. Junqueira is one
example of that.
And since the IRL oval racing is not conducive to F1, many other drivers
with aspirations for F1 will probably not be chosen out of the IRL.

F1 has always been the thorn in CART's inferiority complex. Thinking
itself to be less of a series, many CART fans turned to the
rationalization that some of their drivers (JV, CDM and the like) were
being recruited for F1. This somehow made them feel more comfortable in
their own skins.
Now since that small trend seems to be over, our CHUMPS have developed
yet another rash increasingly showing us their discomfort.
