So I ordered the part from rubicon recyclers on ebay for $40.
I went to take off the broken one till the new one gets here and the
nut at the top turns, the threads don't (good sign) but nothing
happens!! Strange. The bolt must be broken inside the collar but WHY
wouldn't the threads turn with the nut then???

It's a tapered fitting, that's why the stud doesn't turn. But you are
probably going to have to cut or grind the nut off. Best to remove the whole
swaybar for that, it's not too hard.

You can drop the whole bar and work on it inside. Much easier and it lets
you clean up and inspect the bushings.

To drop the whole bar I'd have to disconnect the other end - plus
there's tons of room in there for a hacksaw blade, I'll weigh my
options. Bolts tend to be tough for a hacksaw because they are tempered
steel or whatever. I don't have a grinder but my neighbor does. As far
as working inside - its an indoor garage so I'm set as far as cold and
time is concerned. Going to buy a torx 55 at lunch today to hold the
bottom bolt steady. It was turning last night and the biggest torx i
have is 40. I'll let u know what transpires.
