anyone know where to get the laws on how many lights and where I can have
them and when I can have them on for my jeep?
Call the local DMV.

Generally if they are off-road lights they have to be covered when on-road.
(at least around Oklahoma they do)

Fogs and Driving lamps are height regulated and have to be interlocked
with the low/high beam.

Anything else has to be covered except for rear backup floods that can be
interlocked into the backup lamps.
