ls400 Parking light control?

LS400 1990.
There are some light on the front sides of headlight and these are called
parking lights.
How are these controlled? Do these automatically turn on when the car is
stopped or moving slow?

Turn the headlight switch to the first click to turn on the parking lights.
Turn the headlight switch 2 clicks to turn on the headlights.
