Does the 1990 LS400 Lexus support the onboard diagnostics?

I have a friend who has a OBDC unit if the it can be attached to the car

If the friend's unit is an OBD II system, then it will not work on your 1990
LS.

If the check engine light is illuminated on your Lexus, look under the
driver's side of the dashboard for the diagnostic check connector and short
terminals TE1 and E1 in the connector, turn the ignition to on, and count
the flashes of the check engine light.
