So the trucks I regularly see holding up queues of cars on the M25 side
by side on three lanes all doing exactly 56MPH are not likely to be limited?

THey're not all doing exactly the same speed.

Over the 15 years I've been driving them, the limiters range between 53
and 58MPH.
