Newly qualified bike riders are limited to bikes below a specific BHP (~33) and a power-to-weight ratio (I forget what it is) for the first two years of riding, unless they take a more advanced test. I passed my bike test and then didn't ride a bike again for 3.5 years. Of course I passed before the rules outlined about, when you could pass and then ride anything you wanted, but you get the idea. I still think it's a daft idea for cars though. |

If we were going to do this the only sensible way to do it is by power to weight ratio. Even then, a large, slow accelerating car could have a higher top speed than a smaller, slower car, because drag is not directly proportional to weight. I really don't think that the high accident rates of young drivers are related to the power or power to weight ratio of the cars they drive. They are related to the lack of judgement (in terms of speed, distance, risk and the behaviour of other drivers) of inexperienced drivers, and the attitude to risk young drivers have. If we all drove identical cars, I don't believe that the relative risk of accidents for young drivers would differ any more from that of experienced drivers than it does now. It is true that it is more expensive for a young driver to insure a fast car than it is for them to insure a slow one. It is also true that it is more expensive for an experienced driver to insure a fast car than it is for them to insure a slow one. I don't believe that this is because the car is any more dangerous; fast cars usually have better braking and roadholding than slow ones. I believe that the difference is that people who want fast cars, young or old, on average, are more likely to have accidents than people who don't. |
