The German 155mph limiters are voluntary, there are a number of German
cars that don't have a 155mph limiter. I believe the main reason for
the 155mph limiter is that they can then put lower rated and therefore
less expensive tyres on the cars.

I think it was done to head off the greens...

The Germans quite sensibly insist that cars are fitted with tyres off
sufficient speed rating or that there is a warning notice in the drivers
vision if the rating is lower - winter tyres - so that could be a bonus.
