Someone's clock is wrong. I set mine by the atomic clock in the

Maybe it's that second that they added this year.

Don't they call that the leap second? I seem to remember reading
something about that.
Yes, you're right. The constancy of the earth's rotation is less
than the constancy of atomic clocks, so they have to add a second
every so often to keep them in sync (not necessarily at the new
year, or on leap years, because the rate of change of the earth's
rotation isn't constant either).

BTW, you're right about the clock, too. I forgot about the USNO
clock, which probably is in DC. Pretty much everything I do is
referenced off NIST standards of one kind or another, I forget
that the military has their own set of standards.

I'm a tad mystified by this. Are you referring to post times? The
time on a newsgroup post is often set by the server you post to
(which seems to think you posted at 2:59am EST).

Incidently, I don't beleive there's an atomic clock in DC. The
National Institute of Standards moved to Gaithersburg years ago
(and the "official" time is set by the NIST clock in Boulder,
anyway).

Actually, the US Naval Observatory (DC) still maintains the master ticker
for all DoD and GPS systems. It does use the cesium atomic clocks and the
hydrogen maser systems.

It's Dick Chaney's job to wind the clock every morning. I bumped into him
at the Georgetown Safeway and he said it was a bitch but he had to do his
civic duty.
