Atleast 4 years ago, Mike Bliss drove it at Daytona in '03 for JGR.

has who is "leasing" which numbers?

I used to have one, about 3 yrs ago, but can't find it now.

As far as I know, there isn't any "official" list (i.e. provided by
NASCAR).

Jayski has a fairly complete team chart on his website, which I
think also links to previous years.

Beware that NASCAR assigns numbers with three digits, which aren't
correctly shown on Jayski. By rule, a car can only carry a two
digit number, so a team with a three digit number leaves off the
first digit when they paint the car (e.g. car #180 would be painted
as #80). Because of that you might see several teams with the
same number in Jayski's list (Jay would list the #80, #180, and
#280 as three teams all using #80).
