Do the officials (like the ones in the pits) travel vevery week, or do
they use local people? Either way seems unlikely..to pay to travel
(probably) over a hundred officials..or to use local guys, sometimes
only once a year.

Now-a-days they travel. In days of yore, they were part of the
track staff (mostly), and worked all the events at the track,
not just the NASCAR events.
