Lack of runoff area. As you're no doubt aware from watching
F1 "wet" races, the drivers tend to depart from the racing
surface a fair bit. Since they're going relatively slowly they
usually just cross some grass (or maybe a paved runoff area
or access road) and rejoin the track. On an oval with a wall
to the outside, that's not possible.
