I think it was a piss poor plan.
And who were the presidents while this was going on ????
Kennedy and Johnson....both Democrats.
The Senate was 64-34 Democats, a filibuster proof majority.
The House was 2/3 Democrat.
So it was a typical Democrat asshole plan.
