Could someone define this and explain why they start ahead of the first
place car??

I'll try.

When the leader pits, cars that were 1 lap down pass him. (they
weren't allowed to pit that lap anyway, but that's a whole other rule)
Now, assuming they don't pit on the next lap, they're less than 1 full
lap down, so they don't have to start on the inside row. Since the
leader is now behind them, that's how they restart.

It can geet real hairy when there's a dozen (almost) lapped cars ahead
of the leader.

The subtlety here is that you're not allowed to pass the pace
car. So when the lead lap cars pit, the guys a lap down are
stuck behind the pace car, and when the lead cars come out of
the pit, they can close up the distance and catch the pace car
and the cars behind it.

Yes, but he is the only one permitted to do so (except in rare
instances).

The lucky dog is a fairly new phemonenon, whereas tail-end-of-the-
lead-lap cars have existed since the start of NASCAR. As Mike
alludes to, there are many who don't think highly of the lucky dog
rule, either because they don't think anyone should be allowed to
freely pass the pace car, or because they don't agree with the
no racing back to the yellow rule, or both.

That would be a good example. There's been other occasions where
the best way to fix a screwup was to send one or more cars past the
pace car (not only in NASCAR, it's happened in Indy cars too).

I also vaguely recall an incident back when Elmo was driving the
pace car where he had to take it behind the wall because it ran
low on gas, so in that instance the entire field passed the pace
car.
