Due to scheduling conflicts caused by the rain delay, PitCommand
will not be available for today's Cup qualifying but will be
available for the Bud Shootout.

What could possibly prohibit them from doing both?

With the shootout being postponed until today, NBC decided to leave
the tarnsponders where they are and have the telemerty for the
shootout rather than qualifying. -- I'm sure Pit Command decided that
rather then have some cars available and others not, to just forgo it
for qualifying.
