Well, I figured from word go that your stats were bogus, but
having a few minutes to spare, I took a peek at the NHTSA site.
As expected, the numbers don't support you. The worst state
for fatalities is that sub-tropical paradise Wyoming. Other
bad states are Montana, New Mexico, and that hotbed of
seccessionism Alaska.
From that, I'd draw the conclusion that states with a lot
of rural territory have high fatality rates, probably because
it can take a long time before an accident is seen, and the
injured transported to hospital. (that idea is supported
by the fact that FL & TX have similar (but lower) rates to
AZ or CO, states with a similar mix of dense urban areas
and remote less populated areas).
It's probably also worth noting that when you look at trends,
fatality rates in the south are uniformly stable or decreasing,
while every northeastern state is increasing, in most cases
at double-digit rates (+21% in VT!).
