without counting laps, like they did at the start, then (b) everybody
pulls in for a "fuel only" stop, then (c) lineup for a normal start?

In this case, Wayne's right. They ran exactly 6 laps under caution.
It had to have been obvious to NASCAR when they threw the green that
only a handful of laps were needed to finish drying the track, and
there was no reason those few laps couldn't have been run before
starting the race.
