noise in front end

a sound is coming from the front drivers side tire,like as if i have a bubble
in the tire,but i checked the tires and i didnt see any damage on the tires,
someone told me that it could be the bareings or tie rods .i thought it was
the rotors,replace them with new rotors and brakes, replaced both axles,
still the sound is there,i have no clue ,any replys would be great...thanks
