You may luck out and be able to halt further progress of the rust. The problem is that dirt gets kicked up from the front tires, gets behind the plastic wheel wells and builds up behind the front fender in the area between the front wheel the front door. Look at this part of the fender from underneath the car and you will see two 10mm bolts attaching the fender at this point to the body. Remove the bolts as well as the screws holding the plastic wheel well to the fender. You can then get behind the fender and you will likely find a ton of packed dirt clogging the weep hole at the bottom of the fender which is trapping dirt and water which causes the rust. Clean out the dirt, ensure the weep hole is open and put it back together and you're good to go for another few years. While you're at it, spraying some rust proofing on the back side of that area of the fender while you have it separated from the body is added protection. I bought a 1987 Sentra years ago and a 1999 Sentra recently (both when each was 6 or 7 years old) and cleaned out at least a pound of dirt from each. We get snow here and salt is used a lot and there's been no rust since doing this maintenance. It is NOT inevitable in cold climates if you take these precautions . Good luck.
