Has anyone experienced difficulty raising and lowering the power window
in cold weather

You may indeed have some windows binding going on... but usually when I
hear this complaint... the first thing I check is to make sure the
charging system is functioning properly. If the charging system has a
problem... it can cause high current motors (starter and window) to
really sag in performance. Just a thought.

The solution to your problem is almost always to use a bit of silicon
spray lube applied externally to the window tracks. This is explained
at length in the above link plus many testomonials of success.
