Attaching a license plate holder.

I am trying to install a license plate holder on 93 Saturn SL2.
The holder came with 3 plastic fasteners, but I cannot figure out how to use
them.
Do I need some special tool?

The front license plate holder is attached directly by screws on that model
yr. There should be two indentations in the front bumper indicating where
the screws go.
