heater fan frozen on 2000 outback wagon - 01-21-2007 , 01:04 PM

very cold weather...no heater, no fan, next day temperatures went up,
fan came on as normal...
does this mean heater is going?, can I lubricate?...( I am wondering
why fuse did not blow when I attempted to use the heater?)..
