followed NK for any number of years, you would see that until the actual
action takes place that they are great at "saying" a lot of things and are
also great at not doing anything they don't want to do. Don't take that
wrong, I've just learned to not believe anything they say until there is
hard proof.

All it shows is that money has been requested to be moved - and if you've followed NK for any number of years, you would see that until the actual action takes place that they are great at "saying" a lot of things and are also great at not doing anything they don't want to do.
