Have you tried the following:-
Have the earth wire from the battery to the gearbox/engine removed, cleaned and re-fitted.
Replace if necessary.
Change the fuel filter under the bonnet.
have a garage remove the fuel sender unit, drain the tank, and clean the hidden filter found directly below.
Basic symptoms of an '83+ GTI which has rotted through the filler neck. (the earth cable comes with age)
