Since both are dead then it could be the voltage regulator or the gauge
itself.

The '93s (well, probably most early EVs for that matter) and some known
issues with the instrument cluster temp and fuel gauge. Yours has probably
suffered this. It's a fairly easy fix though...here it is:

You just hafto be comfortable removing the cluster and doing some soldering.
