W/ cyl #1 top dead center the rotor does not point to the #1 wire and
the timing mark on the flywheel is off by about 5/8 of an inch. Could
someone please tell me how to time this. Not my car, someone down the
street. He say's that there is fire to the plugs but can not get it to
run by turning the distributor.

Well, I did not see how far off the rotor was from #1 but the mark on
the fly wheel is only off the mark that is on the bell housing by 5/8
or 3/4's of an inch. What my friend thinks is that the belt on the
other side of the motor is out of time. How would we see if that is so?
This is a 4 Cyl Front wheel drive

Unless the history of the car is perfectly documented, the only reliable
markings are :
# cylinder 1 at TDC and
# both valves closed on cylinder 1 (check marking on camshaft pulley)
# distributor rotor facing the nr 1 connector and aligned with the notch on
the distributor housing
From there, the flywheel should show markings if it has been correctly
reassembled after,for example, a clutch overhaul...
If not, a marking with paint or typex will do what is necessary to be able
to adjust the distributor housing : 4-6 degrees before TDC would mean
rotating the distributor housing 2-3 degrees anticlockwise.
