i am designing a water powered car that runs off a waterwheel in a
stream. all i have to do now is figure out how to carry the stream
along with me on the interstate.

You could use the water wheel to drive a generator to charge a battery
or electrolyze water to get hydrogen, it's still technically a water
powered car.

Well if you take it back to the source then it is solar powered. Sun
evaporates the water which carries it up hill to higher ground where it
condenses into rain and forms rivers, allowing gravity to turn it into
Kenetic energy. Even nuclear power could even be described as solar
power as it was made in a star. But then you could probably argue that
solar power is just converted big bang energy,.. now where did that come
from, brane energy?

I am not aware of any proper definition, but the best I can come up with
is that power comes from however it is stored on board. Eg A battery,
chemical fuel, pressure, mass at height, spinning flywheel etc, how the
stored power was created is less important technically to describe the
vehicle. Of course environmentally we are interested but electricity is
so flexible that it can be created in many ways.

In parts of Canada, they only use hydro-electric and even export
electric power to the US. So there, the Tesla is a hydro-electric car.
